About NCBP

About the National Collaborative for BioPreparedness

The National Collaborative for BioPreparedness (NCBP) is a multi-year development project sponsored by the Department of Homeland Security (DHS) through a cooperative agreement with the University of North Carolina at Chapel Hill. Established in 2010 through funding from the US Congress, NCBP enables information sharing and response collaboration between federal, state, and local entities, as well as private sector organizations with interest in public health and biopreparedness. The NCBP leadership team draws upon decades of diverse experience and expertise in the areas of biodefense, biometrics, medicine, emergency response, counterterrorism, disaster and crisis management, national security, strategy, research, and technology development.


Dr. Jeffrey W. Runge

Director & Principal Investigator

Jeff_Runge Dr. Jeffrey Runge has over 30 years of experience as an emergency medicine physician and federal government executive. In addition to his role leading the National Collaborative for BioPreparedness, he provides consulting on strategy and public policy to companies in the health, defense, and security sectors. His many areas of expertise include biodefense, medical preparedness, emergency medical services delivery, and road safety. Since 2008, he has also provided corporate board service for two public companies in the medical care and biodefense sectors.


Debra S. Durham

Director of Strategic Partnerships

Debra_Durham Debra Durham is an accomplished government leader and national security expert who has worked with federal agencies for nearly 30 years. A specialist in security, strategy, problem solving, and research and development, Debra excels at building partnerships to help contain risks and protect against threats to our nation.

As Director of Strategic Partnerships for NCBP, Debra oversees outreach, engagement, and enrollment for the Collaborative’s new and burgeoning member jurisdictions.



Carol Lewis

Senior Product Manager

Carol is a results-driven healthcare IT professional with more than 15 years of experience in strategically planning and executing the development and enhancement of technical products.


Jim Ramge

Quality Assurance Manager

Jim has been associated with the Department of Defense for more than 24 years in various capacities, serving as an NCO for 10 years in the US Army and becoming a government contractor upon retirement.
